In Oklahoma, individuals or businesses can operate as vehicle dealers only after obtaining a license from the Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission. A key step in the licensing process is securing an auto dealer bond, which must be completed before the license can be issued.

Oklahoma Auto Dealer Bond at a Glance

  • Purpose: The bond is required to protect people from financial harm if a dealer commits fraud, makes false claims, or breaks the legal requirements outlined in the Oklahoma Statutes, such as operating without a license or failing to maintain an established place of business.
  • Who Needs It: Used motor vehicle dealers, wholesale dealers, auctions, rebuilders, crushers, manufactured home dealers, manufactured home park dealers, and manufactured home manufacturers licensed by the OUMVDMHC. New motor vehicle dealers are licensed separately by the Oklahoma Motor Vehicle Commission (OMVC) and have different bonding requirements.
  • Regulating Authority: Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission.
  • Bond Amounts: $15,000 – $50,000, depending on license type.
  • Bond Form: Continuous in form. The bond term aligns with the biennial license cycle and expires December 31 of each odd-numbered year.
  • Premium Rate: Premiums typically start at around 1% of the bond amount, with actual costs based on personal credit, financial history, business experience, and overall stability.

The Oklahoma auto dealer bond applies to several license categories, including:

  • Wholesale Dealers – Sell used vehicles only to other licensed dealers, through brokering, lease-to-own terms, or wholesale sales.
  • Used Motor Vehicle Dealers – Sell used cars directly to the public, broker deals, or arrange lease-to-own transactions.
  • Rebuilders – Dealers certified to rebuild vehicles for resale.
  • Manufactured Home Dealers – Sell or lease manufactured/mobile homes.
  • Restricted Manufactured Home Park Dealers – Sell or lease homes within licensed manufactured home parks.
  • Manufacturers – Produce manufactured homes or bring them into the state for sale.
  • Used Motor Vehicle Dealer Auctions – Conduct used motor vehicle auctions for resale to other dealers or the public.
  • Used Motor Vehicle Crushers – Crush, shred, or otherwise destroy end-of-life motor vehicles for scrap metal recovery.

How Much Does an Oklahoma Auto Dealer Bond Cost?

When you apply for a surety bond in Oklahoma, you don’t pay the full bond amount. Instead, you pay a premium, which is a small percentage of the required coverage.

Bond underwriters consider factors like personal credit, business and personal financials, time in operation, industry experience, and overall financial stability. Of these, your credit score usually carries the most weight. Dealers with strong credit often qualify for rates between 1% and 3% of the bond amount, while those with lower credit may see premiums in the 3–5% range.

For example, a $25,000 used dealer bond could cost around $250–$750 per year if you have good credit. Even with less-than-perfect credit, you may still qualify for coverage through our Bad Credit Surety Program. Over time, improving your financial profile may help you secure lower premiums at renewal.

To help you plan for licensing costs, below is a breakdown of common Oklahoma dealer bond types, their required amounts, and estimated starting premiums:

Bond Type Bond Amount Bond Cost
Used Motor Vehicle Dealer $25,000 Starting at $250
Used Motor Vehicle Auction $50,000 Starting at $500
Wholesale Dealer $25,000 Starting at $250
Rebuilder $15,000 Starting at $150
Manufactured Home Dealer $30,000 Starting at $300

Oklahoma Auto Dealer Bond Renewal

To renew your Oklahoma auto dealer license and bond (which expire December 31 in odd-numbered years), you must submit your renewal application - along with required supporting documentation (such as a current certificate of good standing and updated bond continuation) - by November 1 if you want the license issued by January 10.

Per 47 O.S. § 583(B), the bond itself is continuous in form and aligned with the biennial license cycle; a surety may cancel only on 30 days’ written notice sent to both the dealer (the principal) and the Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission. A lapse in coverage results in automatic license revocation, so dealers must file a replacement bond before the cancellation date. Note that secondary lot applicants must have a separate bond per OUMVDMHC requirements. With Bryant Surety Bonds, the bi-annual premium is billed in advance so coverage stays continuous and there is no operational change for the dealer at renewal.

Important Update for Oklahoma Dealers

Under Senate Bill 2035 (Mason Treat Act), effective September 1, 2024, all licensed vehicle dealers in Oklahoma must submit vehicle and buyer details through the state’s official temporary license plate vendor system within two business days of completing a sale. This ensures Service Oklahoma receives the information promptly and keeps transactions compliant with the new law.

FAQs

Can an out-of-state dealer obtain an Oklahoma auto dealer bond?

Yes. Out-of-state dealers can secure an Oklahoma auto dealer bond through a surety licensed in the state. However, you must still meet Oklahoma licensing requirements, such as registering to do business and maintaining an approved business location in Oklahoma.

Can my bond be transferred if I sell my dealership to another person?

No. An Oklahoma auto dealer bond is not transferable. State law makes both licenses and bonds nontransferable, so a new owner must apply for their own license and bond.

How long does it take to get an Oklahoma auto dealer bond?

Quickly. Most applicants are quoted on the same business day they apply, and once you accept the terms and complete payment, your official Oklahoma dealer bond is typically issued within 24 hours so you can file it with the OUMVDMHC as part of your license application or biennial renewal.

Does obtaining an auto dealer bond quote affect my credit score?

It will not. Sureties evaluate your application using a soft credit inquiry, which has no effect on your credit score and does not appear on the credit report lenders pull when you finance inventory or apply for other business credit.

Can I get an Oklahoma auto dealer bond if I have bad credit or past financial issues?

In most cases, yes. Bryant Surety Bonds’ Bad Credit Surety Bond Program is built for applicants with low credit scores, prior bankruptcies, tax liens, or other financial setbacks that traditional sureties tend to decline. Premiums in this program typically run 5%–10% of the bond amount rather than the standard 1%–3%, but most higher-risk applicants are still able to secure the bond they need to obtain or renew an OUMVDMHC license.

Are there penalties for operating in Oklahoma with an expired license and bond?

Yes. Operating as a dealer without a valid license and bond is a misdemeanor. A first offense can result in a fine of up to $500, and subsequent convictions may bring fines of up to $1,000.
