FMCSA Eliminates MC Numbers by October 2025: What Carriers, Brokers & Shippers Must Know
The Federal Motor Carrier Safety Administration (FMCSA) is undertaking one of the most significant registration changes in recent years. By October 1, 2025, MC (Motor Carrier) numbers will be phased out entirely, shifting to a USDOT-only identification system under FMCSA’s Unified Registration System (URS) modernization effort.
This update is more than a labeling change — it’s intended to simplify registration, reduce fraud, and centralize compliance tracking across the industry.
Why FMCSA Is Making This Change
Here’s what the modernization aims to achieve:
- Single Identifier System: Under the new structure, USDOT numbers will be the sole identifier for all FMCSA-registered entities (carriers, brokers, freight forwarders). MC numbers will no longer be issued.
- Suffix-Based Registrations: Different registration types (authorization, safety, etc.) will be tracked via suffixes to a USDOT number, rather than MC numbers.
- Better Data Integrity & Fraud Prevention: FMCSA is adding stronger identity and business verification checks, validating applications in real time, and incorporating cybersecurity protections (e.g., multi-factor login via Login.gov)
- Modern, User-Friendly System: The new URS is designed to be more intuitive — allowing real-time validations, mobile access, integrated data, and automated notifications for required updates.
Who Is Affected
- Motor Carriers: Your operating authority, permits, and compliance history will be consolidated under your USDOT number.
- Brokers & Freight Forwarders: You will no longer get MC numbers — instead, your authority and registration filings will flow through your USDOT number.
- Shippers & Clients: Authority validation will rely on USDOT numbers (and any applicable suffix), not MC numbers.
Existing registrants will keep their current USDOT number – they are not being replaced even as MC numbers wind down.
What You Need to Do Before October 1, 2025
Here’s your “to-do list” to stay compliant:
- Update USDOT Records & File MCS-150
- Ensure your USDOT account reflects an accurate company name, legal entity, address, and contact info.
- Continue timely filing of the MCS-150 (every 24 months) – this remains critical.
- Prepare for identity & business verification: all existing registrants will need to pass verification in the new system before making changes.
- Revise Contracts, Policies & Systems
- Replace MC number references with USDOT-based identifiers (including suffixes where needed).
- Update insurance policies, permits, contracts, internal safety records, and any public-facing documentation.
- Set Up Login.gov & Be Prepared
- The new system will require a Login.gov account and multi-factor authentication to access URS.
- Legacy USDOT PINs will be eliminated; all transactions, updates, and reactivations will go through the new URS.
- Communicate With Partners, Brokers & Clients
- Let them know MC numbers are being retired.
- Provide instructions on how you’ll be validated via USDOT (and suffix structure) in FMCSA databases.
- Stay Informed, Watch for System Launches
- The full URS system with enhanced functionality is being released in phases starting in 2025.
- FMCSA intends to send automated notices and allow document downloads via the new system.
Why This Matters
